Better food, warmer winters, useful tools, and stronger production chains raise belief in the cause. Broken expectations send people back to ordinary Roman life.
Build modernity step by step: grind grain into flour, spin fiber into clothing, fire clay and sand into industry, catch wind as power, shape tools into precision parts, then assemble the steam engine. Plan far enough ahead for surplus, labor, land, and machinery to reinforce each other before promises outrun the economy.
